I feel feedback should be at the conclusion of the sale, not only after payment is received, which is half way through the process!    Leaving feedback on a buyer's prompt payment says just that, not that the whole transaction went well. This should not be interpreted as coercing a positive feedback or prohibiting a negative feedback, but only to insure that buyer & seller alike have completed the whole transaction to a favorable ending.
